Whilst you are correct that they are orpen hatchings and if it is clear and safe to do so you may enter them to overtake but only within the applicable speed limit , which is where the "sports motorcyclists" seem to have a problem as they are often travelling at a speed far in excess of this. Also if there is an articulated lorry ahead then due to the slight curve in the road you may not be able to have a clear view of traffic coming in the opposite direction, do enter the hatchings under these conditions would immediately constitute a "driving without due care and attention" charge.
