Anyone is entitled to use the hatchings on the Didcot to A34 road.

Areas of white diagonal stripes or chevrons painted on the road. These are to separate traffic lanes or to protect traffic turning right.
* if the area is bordered by a broken white line, you should not enter the area unless it is necessary and you can see that it is safe to do so
So if you want to overtake, if its safe in your opinion, and you need to use the road to get past, then its perfectly legal.
They dont seem bothered about the generally rubbish driving standards in Didcot, so why should bikes be any different.
