Bloody hell, someone comes on here to enquire if anyone else has had a similar experience so that 1: They know it isn't just them and/or, 2: Advice on how to deal with the matter and get mauled by an angry little person! Seriously, who's the worse, the person who seeks meaningful advice or the one spitting vitriol at every post?
With the bureaucracy nowadays it would be hard to know who to report this to, I certainly wouldn't know what government division to report this to!
I would suggest the poster reports the dog to the RSPCA if there is a possible case of neglect. They will investigate and remove the dog to a better home if required.
