Wow, you should do something positive to channel that anger.

Right the dog barks up till midnight then starts again as early as 4am like this morning, I have reported it the Environmental Health said they would send a letter but it has made no difference.

I was asking if anyone else has seen it being walked as I work during the day, I wanted to see if anyone else ever sees it being walked before I consider reporting possible neglect.

Theres two issues here, firstly my quality of life is being affected and secondly the dog "might" be suffering neglect, but it's a big step to start reporting this if your are not completely sure of the facts, hence my original post.
