It does at least log the incident and give a reference number; email these days amounts to "in writing" while the telephone does not. I reported pot holes a couple of weeks ago, and they've been round and circled them all in white paint. Of course they've done that in other streets, and never got around to actually filling them in, so I'm not holding my breath.
