Inspect the tank and ensure the cover is in place.
Ensure the insulation blanket hasn't fallen away - ok most people don't lag their tanks but it helps prevent freezing as well as giving good accoustic damping.
Isolate and replace the complete ball-valve assembly - this is probably badly scaled up and the silencing tube is almost certainly not there; allowing the make-up water to simply spill into the tank from a height.
You wont find a plumber that will take on such a small job i'm afraid... Not worth the hassle.
So learn about it and do it!! good luck.
